Fix #2097 and missing protocol information for serial readers if no device is defined. Furthermore do not allocate memory and not save empty descriptions anymore.

- Missing unlocks. (Not unlocking before return.)
- More descriptive lock timeout for lists. (Not all ll_lock.)
- Remove flag from iterator. (Not needed anymore due to proper locking and version parameter.)
- Add const to list functions to indicate nothing will change. (Compile time checking)
