Mexico guarantees accountability in Digital TV transition
The Mexican Transport and Communications Secretary head, Juan Francisco Molinar Horcasitas stated that the bid of 700 Mhz to be released in 2012 as part of Governmental actions to speed up DTT transition, will be a "transparent and public" process. The officer assured that he would not utilize the possibility to generate new free-to-air TV channels "for political purposes".
Molinar Horcasitas made such situation clear during a recent presentation at the Senate of such country. However, according to the Mexican senator Javier Orozco, the transition process has an "election objective". "There is no stage or clear objectives regarding the progress in December 31, 2015 (date scheduled for the analog blackout), they do not know how many households lack a receiver; it is clear that there is an election objective because the Social Development Secretary will be in charge of the distribution of TV sets", he sustained in declarations published by El Universal.
According to the president of the Federal Telecommunications Commission Mony de Swaan, USD 1,6 billions of the earnings generated by the 700 Mhz band bid will be utilized by the Mexican Government to finance the acquisition of DTT STBs, to be assigned to 23 million households in such country.
A decree issued by President Felipe Calder?n has recently scheduled the analog blackout for 2015, thus bringing the previously scheduled 2021digital TV transition forward. Such document also established that 700 Mhz band, currently utilized by TV channels, must be released for new telecommunications services. Mexico chose the American ATSC standard to develop DTT.
