Mexico grants 39 DTT authorizations
The Mexican Federal Telecommunications Commission authorized 39 licensees to broadcast through DTT simultaneously with their analog broadcastings. With these new authorizations, 117 channels have already bee passed since 2005. As a condition to obtain such authorizations, the agency requested licensees to finish installation works and trial operations within a 240-business-day term, among other issues to be fulfilled.
In a press release, the Commission pointed out that authorizations were granted to licensees that broadcast their channels in the states of Jalisco, Aguascalientes, Chihuahua, Morelos, Coahuila, Guerrero, Zacatecas, Sinaloa, Veracruz, Oaxaca, Tamaulipas, Nuevo Le?n and Tabasco.
Likewise, the press release highlighted that authorizations were grounded on the agreement executed on July 2nd, 2004 by means of which the DTT technological standard was adopted, and fixes Mexican transition policy. The Commission also pointed out that it "is the agency qualified to grant temporary additional channels and the procedure for such use, after verifying that licensees have met all relevant requirements".
Such clarification results from the fact that last October, the Supreme Court of Justice accepted constitutional controversies submitted by the Chamber of Senators and Deputies against the presidential decree that has recently brought the analog blackout forward to 2015, since it was considered that President Calder?n unduly had taken over responsibilities that belonged to the Commission. In virtue of this, the regulator submitted two claims before the highest court: one against its suspension, its effects and impact on society, and another regarding the admission (of controversies), "since we consider that the claimer has no juridical interest and because finally the Commission is an deconcentrated agency regardless of the Executive Power", according to Mony de Swan, president of the agency, wrote in Twitter.
