Ukrainian pay-TV looks to the future

The television industry in Ukraine, including the cable sector, continues to be constrained by government regulations.
However, it is still developing, according to Elena Bondarenko, the head of a working group developing a new broadcasting law in the country, speaking at a conference entitled Legislative initiatives in the field of pay-TV and quoted by AKTR and RBC.
According to Bondarenko, the main issue concerning cable operators – there are currently believed to be around 700 in the country – is that of the universal service programme (must carry) and whether it will apply to 32 channels, as opposed to, for instance 18-20.
The conference also heard that the new law could result in the National Council for Television and Radio losing some powers while at the same time acquiring new ones.
