Japan# moves forward in its negotiations so that Uruguay turns to ISDB-T
According to La Rep?blica newspaper, the Japanese Government responded positively to four of the five issues posed by Uruguay so as to replace its DVB selection by ISDB-T. The only requirement that Japanese representatives could not agree upon was the request of a 100,000 STB contribution to be distributed among low income sectors. Uruguay "is not in the line of poor countries" and given its "present economic situation and its indicators, it will be impossible to ground such donation", they pointed out.
Officers sent by the Japanese Ministry of Interior Affairs and Communication -Yukio Teramura and Fumihiko Numata- met with the Sub Secretary of the Ministry of Industry, Mining and Energy of Uruguay, Edgardo Ortu?o, the Telecommunications Director, Gustavo G?mez and representatives of the Communication Services Regulating Unit and Chancellery.
One of the issues requested by Uruguay, which was welcomed by Japanese officials, was to receive enough support to digitalize the public communication network, which would involve an investment of about USD 6 millions. In this sense, Japanese representatives explained that it has already been done before in other countries, by providing not only the money but also the necessary equipment.
Another approved requirement was the cooperation for the set-up of a technological park aimed at developing audiovisual products. According to the Japanese delegation, Brazil will be in charge of such task. In virtue of the aforementioned, officials pointed out that facilities in Uruguay will be carried out by Japanese technicians, who will share their knowledge with Uruguayans. Additionally, technicians of such country might travel to Japan as part of the human resources training agreement.
Finally, Japan would be willing to be the intermediary so that TV operators have access to accessible bank loans in virtue of their DTT investments.
