The Mexican justice suspends the analog blackout
The Mexican Supreme Court suspended the presidential decree issued last September 2nd, which, among other points, brought the analog blackout forward from 2021 to 2015. The measure was adopted after the Deputy and Senator Chamber had promoted constitutional controversy lawsuits against the document since they considered that the Head of State, Felipe Calder?n took over responsibilities that are supposed to be taken over by the Federal Telecommunications Commission.
According to El Universal newspaper, the decision was made by the Minister of SCJN Olga S?nchez Cordero, and it has a cautious nature and stops measures planned by the Federal Government to bring the analog blackout forward. The suspension will last the time the trial lasts. In average, that type of process usually take up 452 days, according to most recent statistics issued by SCJN itself, but in more important cases the court usually takes up to two years. President Calder?n can appeal though in general, suspensions issued by a minister are ratified by all members of the court.
Constitutional controversies are trials that promote the single instance before the SCJN when conflicts between governmental powers and levels arise. The overtaking of the analog blackout had already been rejected by several sectors, such as pubic TV channels, which expressed their incapacity to comply with the new term set for DTT transition due to lack of resources.
